Hmm...great question. Terry says 21. I'd go for closer to 10 or 11. Old enough to know how to unlock the door and understand not to get out of the car for any reason whatsoever.
i would say they are never "safe" to be left in the car alone while you get out to go in a store. even teenagers get kidnapped out of cars.
In Florida it's twelve.
